The General Assembly of Arkansas passed an Act in May of 1905 that allowed for a four year term of contract
on Poorhouses and Farms in the counties of Greene, Carroll, Madison and Ouachita:
ACT 247
AN ACT to allow the County Judges of Greene, Carroll,
Madison and Ouachita Counties to let the contract for
the keeping of the County Poorhouse and Farm for
a term of four years.
SECTION
1. Authorizes county judges of Greene, Carroll, Madison and
Ouachita Counties to let contract for keeping county poor-
house and farm for a term of four years.
2. Laws in conflict repealed; Act in force from passage.
Be it enacted by the General Assembly of the State of
Arkansas:
SECTION 1. After such poorhouse is completed the
court shall let it out quadrennially at such time as it may
deem most expedient to such competent person as will take
charge of the same, reside therein, feed, clothe and furnish
medicine and the necessary medical attendance to all persons
placed therein for the smallest sum; and such person shall
be required to give bond and good security, to be approved
by the county court, conditioned for the faithful compliance
with his contract, which shall be made payable to the county
in penalty double the amount of the bid; and such contractor
shall receive a comfortable house and clothe, feed and furnish
medicine and medical attendance as may be
necessary to all persons placed in his charge as paupers by
the order of the court; and Greene, Carroll, Madison and
Ouachita Counties shall not be liable for the support of any
pauper who may neglect or refuse to accept aid in the
manner herein provided.
SECTION 2. All laws and parts of laws in conflict herewith
be and the same are hereby repealed, and this Act
shall take effect and be in force from and after its passage.
