Robert Columbus Raines was born June 17 1893 at Swan, Taney County, Misouri, the son of John Allen and Elizabeth Bly Raines.

He married Otie Jane Hughey November 30, 1918 in Boone County, Arkansas. She was born February 7, 1897 in Boone County, to James Langston and Melissa Richardson Hughey.
